Significance: Iago says Cassio is all knowledge, but not truly smart. Iago has both! He is making it clear that he has proven himself, he has experience in these matters.

Significance: DRAMATIC IRONY because we, as the audience, know more than the characters. However, the character literally warned us that he is not honest and not what he seems.
