Applicability
OPS Part 1 contain and defines the requirment for CAT by an operator who has business in a EASA country.
It is not include:
Military or police a/c
parachute dropping and fire fighting a/c
aerial work with less than 6 people pilot excl
Common language
Operator are required to be sure that all crew member are able to comunicate in a common language
Quality system
Operator is required to estabilish a quality system to ensure safe operational practise and airworthy areoplanes, a quality manager need to be appointment and he has the responsability.
Management system
Operator shall estabilish implement and mantain a manegment system that include:
defines line of responsability and accountability
safety policy
identification evalutian a managment of safety hazard
keep people trained
documentation of all managment system key
monitoring the compliance od the requirment
additional requirment in ICAO annex
Accident prevention and flight safety programs
it is required that all the operator have the programme that include Risk awarness Occurence reporting Incident and Accident evaluation Flight data monitoring
Additional crew member
when they are carried on operational flight the Operator need to be sure that the personel is trained and able to execute their duty, pax need to be able to identify the additional CM and cabin crew
Ditching
is possible if in case of engine failure is not possible to do an emergency landing. Operator can not flight with a/c with more than 30 seats at a distance of 120 minutes at cruise speed or 400 NM the less one unless not comply with the requirment of aiworthness code
Carriage of person
Operator need to be ensure that persons are only carried in part of a/p that are design for the accomodtation of the person
Crew responsability
CM are responsible of discharge of their duty in respect of the safety of the a/p and the occupant
reporting system crew responsability
any fault or malufction including an emergency situation need to be reported to the commander
any incident that put a risk of the safety operation need to be reported to the commander
CM is not to present for his duty if
drugs water diving blood donation any doubt of his ability fatigues it must not assume alchool at lest 8 h before, limit of 0.2 promille and consume alchool during flight
Admission on flight deck
Operating crew

Unauthorized Carriage
no person and cargo hide in a/p
Portable electronic device
Operator take all measure to avoid the use of portable electronic device that can create interference
Drugs and alchool
no person is permitted on board of a/p if is under drugs or alchool

Operator all measure to avoid act of neglicence of person that can put a risk the a/p and people
Document to be carried
are 7 Certificate of registration Certificate of airworthiness Noise Certificate AOC Aircraft radio license third party insurance Certificate flight crew licenses and medical
Manual to be carried
OM relating flight crew duty
OM required for the conduct of flight
Aereoplane Flight manual
Additional Information
Operational flight planes

ATS flight plan
appropriate NOTAM/AIS
appropriate meteo info
mass and balance
details of special categories of passenger
special load notification
current maps and charts
any other documentation may be required from the state
form to comply with the reporting requirment
Information to be retained on the ground
for at least the duration of eahce flight
info relative the flight and type of operations
retaine until it can be duplicated and stored in accordance
such info include copy of OFP copy relavant parts of tech log route specific NOTAM mass and balance special load documentation
Leasing
is the a/p is used by one operator but the ownerships remains to another operator
Dry lease
A/p operate under the AOC of the lesse (only a/c)
Wet lease
leased a/p operate under the AOC of the lessor
Wet lease-out
EASA operator give a/p and crew to an other EASA memeber (a/p remain under the AOC of the lessor)
Wet lease-out
EASA operator give a/p and crew to an other EASA memeber (a/p remain under the AOC of the lessor)
Other leasing
An EASA operaton utilize or provide the a/p to an othe EASA operator must obtain the approvation of the authority and need to specify under which AOC the a/p is under
Dry lease-in non EASA/EASA
non EASA give to EASA need the approval of authority, if there is any differences to the requirment of OPS1 the auth need to be notify and wait to see if the differences are acceptable
Wet lease in non EASA/ EASA
non EASA give to EASA need the approval of authority,
EASA operatore need to check the safety standards of the lessor with the respect to the maintenance is in accordance with the regulations, the lessor is an operator holding AOC from one of the country of chicago convention
Dry Lease out
EASA may dry lease out a/p for any CAT purpose to a chicago conventions member providing that the authority exempt the oper to ops part 1 and the foreign regulatory authority accept to responsability(AOC lesse)
Wet lease out
EASA operator provide a/p and CM and retain all the fuction and responsability descrive by OPS (AOC lessor)
Responsability commander
