What happens when RTOs go to issue a CoE and find there is an existing one?
How do some of them get around this?
When RTOs go to issue a CoE, they will see that the student has an active CoE already and should in that instance decline the student’s offer or request a release letter. However, we have been advised that some RTOs will put it in as concurrent study so as not to “override” the current CoE. This practice is still against ESOS but makes it harder to enforce.
<6 months requesting an institution change - do we release them? Why?
we will not release them as they have not completed 6 months of their primary course, as required by ESOS before a release letter is generally provided.
