No pilot may take off an aircraft when
-Frost, snow, or ice is adhering to the wings, control surfaces, propellers, engine inlets, or other critical surfaces of the aircraft.
-When in the opinion of the PIC or Dispatcher, icing conditions are expected that might adversely affect the safety of flight
-Unless the aircraft has functioning deicing or anti-icing equipment protecting each:
Propeller, windshield, wing, stabilizing or control surfaces, each airspeed, altimeter, rate of climb, or flight attitude instrument.
