does god command an action because it is morally right, or is it morally right because god commands that action?

horn 1: it is good because god wills it (criterion for good rests with god)

horn 2: god commands what is good according to an independent standard (god is obedient to an external standard of good)

problems with horn 1

A

arbitrariness problem: there is no moral reason guiding what god wills because god is the author of morality (supports his asiety) SO IF THERE IS NO RATIONAL STRUCTURE TO MORALITY, god can will murder is good, we need an independent standard that allows us to say that what god wills is morally good
