Stage 1: what will initial issue identification of issues include?
- A baseline overview of the state of the coast & institutional, governance.
- Discussion of stakeholders visions & expectations.
Stage 1: why is the discussions with stakeholders important?
Need to inform and build a mutual understanding as a start of integrated process. Stakeholders are often widely divided with different viewpoints & technical languages.
Need to establish the sources & reliable information
Eg State of the Estuary Report (SOSER 2011). Learn the current status and values if the estuary . Encouraging sharing of information, knowledge, understanding and perspective of estuary wide issues (aims of SEP) (SOSER 2011)
Stage 1: what other context building approaches are there?
Examining trends & their future impacts eg DIPSIR model.
Stage 1: what are the other needs of this stage?
Establishing a common approach. Eg establish sea level rise and implications.
Eg Cork Harbour - Scenario Building and Visualising for Flood Risk Management where there were:
scenarios workshops using the PESTLE framework to determine the certainty and significance
Visualising tools for coastal flooding
Stage 1: you need to establish ‘visualisations of the future’. How did Severn Estuary do this?
Severn IMCORE exploratory scenario which includes governance and economy.
What is IMCORE?
Innovative Management for Europes Changing Coastal Resource. Socio economic scenarios for Severn Estuary have been developed to help local policy makers and stakeholders aware of possible ‘futures’ eg climate change in 2040.
Give an example of issue identification.
In the Severn, It was a long term process over 5 years with initial joint initiative between NRA (National Regulatory Authority) & SEP. Statutory body involvement and wide public involvement (workshops). As a result of this long process, a Joints Issues Document known as Strategy for the Severn Estuary Document - Boundary Definition was produced as a results of a prioritisation of issues from a stakeholder decisions analysis
