in order for CZ planning to be integrated, it may be necessary, under given budget restrictions, to renounce democratic ideals that are essential in providing legitimacy. However, the loss of legitimacy may in itself inhibit a process that is effective and just. Thus, an integrated planning approach for the CZ must also be a balanced one, and the very best solution may sometimes have to yield to the second best.
Why does Buanes et al (2005) say they CZ planning is?
Thus, the scenario of CZ planning is somewhat contradictory, as far as participation, transparency and legitimacy are concerned.
Small municipalities provide better conditions for the direct participation of user-groups and stakeholders in the planning and decision-making processes.
The larger the municipality, the more participation has to take place indirectly through systems of representation [20].
On the other hand, the smaller the municipality, the less likely it is to have the resources necessary to facilitate a process where conflicting interests are dealt with in a fashion that is orderly, rational and fair.
