What is Stage 2 of the Olsen Model?
Known as Programme Preparation.
This stage sets out the objectives and prepares the plan of policies and actions.
This step may involve a number of iterations before the final objectives and actions are agreed upon.
Select issues to be focused on and issues to be addressed
Define management area boundaries.
Define management, objectives, strategies & actions.
How is the programme direction and scope identified?
Detailed objectives, management approach & outputs / deliverables.
What do the objectives explain?
Explains:
Who owns the programme
How it has been produced and by whom
How it is to be used (by partners and others)
How it relates to other processes (incl statutory)
Lost who is involved in programme delivery - this is related to actions (lead / supporting partner)
Agrees time scales
Programme preparation & planning considerations

Why was an SEA conducted for the Pilot Pentland Firth & Orkney Plan ? What was created from it?
In order to develop the marine spatial plan, the use of the marine area by a range of sectors and potential interactions between the various sectors needed to be examined and assessed. The identification of strategic issues are underpinned by guiding principles and shaped by the SEA process. It is important to do this so a full range potential interactions between sectors (β marine renewables & inshore fisheriesβ) are identified and addresses in order for sustainable growth to be achieved.

Why do strategic issues and interactions need to be assessed?
It is an important starting point for the development of appropriate policies to reconcile potential planning issues. Need to reduce potential future conflicts

The Severn Estuary Strategy (2001). It involved strategic management of framework and delivery, covering 13 sectoral areas, key policies, notes 95 issues & includes > 350 proposals for action.
It is now being updated (2016):
