What is the purpose for the OC suspect supervising the suspect team?
- obtain info on suspects/POI as ID by O/C investigation
- thoroughly profiling and investigating all suspects/POI to enable the OC Investigation to establish their involvement or eliminate them
- seeking evidence to cover all elements of the offence(s)
- mitigating/dealing with possible defences
What are the 3 categories that management of suspects fall into?
- Identification and profiling.

What should the initial briefing encompass with the suspects team?
- circumstances of offence including analysis of scene and witness evidence available
- full details of all POI and suspects, where ID is known
- descriptions of the suspect provided by witnesses

- area canvass
- intelligence analysis

What ways can photographs of clothing/duplicate of property be utilised?
- release to the media
- used during an area canvass
- used during suspect enquiries
What to consider when determining the suspect’s residence
- NIA enquiries
- local council enquiries
- reconnaissance of the area
- surveillance on the address
Trace, interview and eliminate (TIE) enquiries
A TIE category is created by selecting a common characteristic shared by a group of people, which may include the offender.
Intelligence categories
- names/aliases used by suspect
- suspect’s previous criminal history
- places of residence, work
- details of vehicles owned, used
What can be used as other sources of information?
- bank records
- CCTV
- computer info
- teleco info
Arrest strategy - what to ensure
- an investigator is appointed to be responsible for each suspect.
- the decision to prosecute, choice of charges and prosecution process
- authority from pps to engage the Crown Solicitor
- family of deceased are updated via the FLO
What should the O/C suspect do before interviewing the suspect?
- selection of the interviewer
- the most appropriate mode of recording the interview
- establish the status of the person as a witness, person of interest or suspect.
- consider whether the person requires special consideration
What should the O/C suspect do after an arrest is made?
- isolate suspects from each other
- BOR given
- juvie arrest - obligations under OT act
- consider executing a search for evidence of the suspect’s person, vehicle, home and workplace.
What must a doctor do when examining the suspect?
- note any injuries
- take samples identified as necessary by the OC Investigation using a specialist MEK
- swab the suspect’s hands for firearms residue
- provide a professional opinion regarding the condition of the suspect.
How to confirm the suspects ID
- fingerprints, footprints, palm prints, and blood from suspect for DNA analysis
- photographs of the suspect.
- record a physical description of the suspect
- obtain samples of suspects handwriting
What documentation must be completed when a suspect is arrested for homicide or other similar serious crimes?
- NIA entry.
- Message to the Deputy Commissioner of Operations by completing an update on the Serious Incident Report database.
- Cancellation of NIA ‘wanted’ references.
