What is a suspect?
A person who has gained added status because of a direct or indirect connection to the circumstances of the crime
What should the initial briefing with the O/C suspect team encompass?
- The circumstances
- Full details of POIs
- Descriptions
- Crime signatures
Suspects need to be investigated in order of priority. What aspects might effect this order of priority?
- Weight of evidence against a person
- Likelihood of them leaving the area
- Urgency to solve case
- Available staff
Examples of ways suspects may be identified:
- Area canvas
- Intel analysis
- Notings
- Fingerprints
- DNA
- Witness
- CHIS
What is TIE?
Trace, Interview and Eliminate
Identifying the types of groups that may contain the offender (known as TIE categories)
How is a TIE category created? And example:
Selecting a common characteristic shared by a group of people which may include the offender.
Example: persons related to the victim, persons in the vicinity at the time
Research should aim to collect all available information and attempt to establish what about a suspect?
- Names and aliases
- QHA
- Places of residence, work etc
- Vehicles owned or used
- Description
- Recent photograph
- Medical records
Examples of passive data generators:
- Bank records
- CCTV
- Telecommunications information
- Customer information
- Personal computer information
2 types of ID procedures:
- Photo montage
- ID parade
Before any arrest, the OC suspect must consult the OC investigation to ensure:
- An investigator is appointed to be responsible for each suspect
- Discuss decision to prosecute
- Clarity on Police views on bail
- Authority to engage Crown
- Family of deceased are updated
Prior to interviewing a suspect the O/C suspect should:
- Liaise with O/C investigation regarding selection of interviewer
- Decide on appropriate mode of recording
- Ensure interviewer is fully briefed
- Ensure interviewer is familiar with procedures
- Consider if person requires special consideration
During any interview of a suspect, the OC Suspects must ensure that:
- The interview is conducted in accordance with the ‘investigative interviewing suspect guide’
- Interview is monitored by a supervisor
- Ensure an explanation is sought from suspect regarding exhibits found
After an arrest is made the O/C Suspect should:
- Ensure suspects are isolated from each other
- Ensure BOR is given
- Consider executing search for evidence
If a Police Doctor is examining a suspect, the Doctor must:
- Note any injuries
- Take samples
- Swab the suspects hands for firearm residue
- Provide professional opinion regarding condition of suspect
Examples of samples a Police doctor could take from a suspect:
- Blood
- Saliva
- Head hair
- Pubic hair
- Fingernail scrapings
Ways to confirm the identity of the suspect:
- Prints (fingerprints, footprints, palm)
- Blood for DNA analysis
- Arrange photographs
- Obtain samples of suspects handwriting
- Record physical description
When a suspect is arrested for a homicide or serious crime, the following documentation must be completed:
- NIA entry
- Message to deputy commissioner
- Cancellation of NIA ‘wanted’ references
If a psychiatric report is required for the suspect, a report must be sent to the court registrar outlining what? (report is for a court order to remand for assessment)

In investigating any alibi offered, the O/C suspect should:
- Make enquiries to other people
- Establish where the suspect was
