Q2. Describe the submarine pipeline from Mordialloc to Altona and how is it marked? What restrictions are placed on anchoring near-by

A

There are three basic ‘segments’ to this ethane gas pipeline.

Segment 1
•	From .9’ Sth of Ricketts Point it tracks 307t across the bay.
•	Turns N when 4’ east of Point Cook.
•	Turn is marked by “P2” buoy, Fl.Y4s.
•	Buoy is .1’ east of pipeline.
Segment 2
•	Northern leg is 2.5’ long, 2’ west of Port Melbourne Channel.
•	Turns NW when 1’ S of Williamstown
•	Turn is marked by “P3” bcn, Fl.Y3s.
•	Bcn is .1’west of pipeline.

Segment 3
• Pipeline runs NW until it runs ashore at Altona.

Vessels must not anchor within .8’ from the pipeline.

  • The eastern boundary is the western toe-line of the Port Melbourne Ch.
  • The western boundary is defined by the special mark Bcns and buoys of the Transit only Zone from T20 to T26 thence by a line bearing 354° to join the toeline of the Williamstown Channel.

Q8. Describe the Transit Only Zone

A
  • The transit only zone covers the Port Melbourne Channel south of Breakwater pier, the waters approximately 500m to the west and 200m to the east of the Port Melbourne Channel and includes the Eastern By-Pass Channel and the Western By-Pass Channel and extends approximately three miles south of Fawkner Beacon to 38° 00’s.
  • The zone is defined by an imaginary line joining Breakwater Lt, Williamstown channel #17 and #15, Port Melbourne channel #70 and #71 Bcns, Eastern By-Pass channel T19, T21, T23, T25 Bcns/Buoys, thence south via, T15, T9, T1, west to T2, then north via T10, T16, T20, T26 and back to Breakwater Lt.
  • These special mark beacons VQ(4)Y.4s are synchronised to those of the Port Melbourne channel. The purpose of the zone is to minimize interaction between recreational boating and commercial shipping. Vessels must not anchor or drift within the transit only zone.

Q

Q9. What are the speed limits for the Port of Melbourne?

A

Except where the weather conditions, an emergency situation or a vessel’s maneuvering limitations make it impracticable, the following speed limits apply in port waters of:
A. Bolte Bridge to Westgate Bridge 6 knots
B. Westgate Bridge to Breakwater 8 knots
C. Breakwater to No9 & 10 Bcn Port Melbourne Ch 10 knots
D. No 9 & 10 Bcn Port Melbourne Ch to E1 & E2 Bcns 14 knots
E. E1 & E2 to 38° 00’ S (t1 and t2) 18 knots
F. 2 miles North of Hovell Bcn to No1 & 2 Bcn South Ch 18 knots

  • There is an absolute speed limit of 12 knots for vessels 11.6m or greater when passing over the Altona/Mordialloc gas pipeline.
  • For speed limits of vessels 11.6m or greater in draught when DUKC not available, see HMD 2.8.6.
  • In addition to the speed limits set out above, due care must be taken to ensure that the waves generated by the vessel will not unduly interfere with the safe operation of other vessels (including: recreational boats, work boats and barges), dredging operations, works in progress or the safety of the general public.
