Why is it a non-constitutional body?
it was created by an exec resolution of GOI= so not a constitutional or statutory body
What did it replace?
Planning Commission (65 yrs)
What is it? What does it do?
Premier Policy Think Tank of GOI.
Provides both directional and policy inputs
Difference btw Planning Commission and NITI Aayog
- PC= top-down approach … NA= bottom- up
- PC = purely central govt institution
NA= cooperative partnership/ federalism - Shift from command and control approach to more collaborative setting
The rationale behind replacing PC
a paradigm shift in past 6 decades (pol, eco, tech, soc, demographically).
role of govt in national dev has seen a ll evolution.
to keep up w/ changing times and better serve the needs and aspirations of the people
Composition =
- Chairperson= PM
- Governing Council= all CMs + CMs of UTs (Delhi, Pud, J&K)
- Regional Councils= CMs + Lt. govs of UTs in the region— convened by PM—- to address specific issues in the region— chaired by PM/ his nominee
- Special Invitees= experts, specialists, practioners= w/ relevant domain knowledge—- nom by PM
- Full- time organizational framework

Objectives
- evolve a shared vision of national dev
- foster cooperative federalism
- formulate credible plans at village level and aggregate at higher levels of govt
- special attention to sections at risk on not getting adequate benefits from eco progress
- eco-policy that incorps national security
- feedback for constant innovative improvements
