New Right say that the state has too much control in Ed, what has this resulted in?
Resulted in inefficiency, national economic decline and lack of personal initiative.
They believe that the state cannot meet pupils needs, why?
A state-run education system, inevitably ends up as ‘one size fits all’. Does not meet individual needs.
What do the New. Right say about State-run schools?
State-run schools are not accountable to those who use them. Schools that get poor results do not change because they are not answerable to their consumers.
What do the New Right want to introduce to education?
Make schools more responsive to their consumers.
=Marketisation of Education.
What does the ‘Education Market’ do for schools?
- Forces schools to respond to needs of pupils, parents and employers.
- Competition with other schools means teachers have to be more efficient.
- Schools survival depends on the ability to raise achievements.
Chubb and Moe (1990) discovered?
- Compared achievements of 60,000 pupils from low income families in 1,015 state and private schools in the USA.
- Data shows pupils from low income families do 5% better in private schools. =State education is NOT meritocratic. Priv schools deliver higher quality ed, answerable to paying consumers.
So Chubb and Moe believe the solution is?
Introduce market system in state education. Give control to consumers.
New Right want to reduce states role in education but still see a limited use for it?
- State should create framework for competition between schools.
- State has to ensure schools transmit society’s shared culture through a curriculum that emphasises shared national identity.
3 Evaluations of the New Right?
> Although School standards have risen, not all due to introduction of a market.
Low standards in state schools are result of inadequate funding, rather than state control of Ed.
Competition between schools benefits M-C, can get children into more desirable schools.
What do the New Right believe that is similar to Functionalists?
- Some people are more naturally talented than others.
- Education should be run on meritocratic principles of open competition.
- Education should socialise pupils into shared values and sense of national identity.
