Expressed concerns that government policies were encouraging increasing numbers of Americans to become dependent on benefits
Welfare reforms led to an increase in the number of never-married black single mothers, many black youths losing interest in getting a job

Britain too had developed an underclass, defined the underclass by terms of behaviour, their homes were littered and unkempt.
Drunkenness was common, the children grew up ill-schooled and ill-behaved, and became local juvenile delinquents.
Rising rates of illegitimacy, rising crime rate and an alleged unwillingness among many of Britain’s youth to take jobs.
