A

Where’s state officials use state resources to appease or please or secure loyalty of clients in the general population. It is an informal patron client system where essentially individuals are paying govts or providing govts with support as if govts only serve them with money.

A

The fact that for a lot of African countries, this is what democracy looks like. With post colonial tendencies, it’s the ones who have English education, who are sort of separated form the people who exactly like them but are glorified by European standards usually serving the rich and could care less about the poor.

A

In the 21st century, Africa has lived away from patrimonialism where the military is loyal to one leader and he controls both private and public institutions. Now to make it more legal, in post colonial times the members of the state are in a position where they can use resources of the state for personal profit and power. Both have the underlying European colonial precedence though that these leaders or members of state are usually passing some artificial European standard set
