- not providing shelter, including exclusion from home or abandonment
- not providing protection from physical and emotional harm or danger
- not providing adequate supervision, including the use of inadequate caregivers

- neglect or unresponsiveness to a child’s basic emotional needs

- consistently misses important medical appointments
