The Warsaw Pact was formed in 1955. Responding to West Germany being allowed to join NATO.

NATO - Leadership - collective leadership of the member countries. USA provided the majority of funds and fire power and built bases across Western Europe.
Warsaw Pact - Leadership - officially a collective organisation. In reality, armed forces were controlled by the USSR and all decisions were made in Moscow
