Domestic Terrorism

A

– Involves acts dangerous to human life that violate federal or state law that are intended to:

1) Intimidate or coerce a civilian population or portion thereof
2) Influence the policy of a government by intimidation or coercion; or
3) Affect the conduct of a government by mass destruction, assassination, or kidnapping

A

CTCEU leads assignment process **

A

1) All information located by CTCEU is consolidated and uploaded into an ICM ROI by a CTCEU HQ Program Manager.
2) ICM ROI initiates a collateral request for the designated field office.
3) CTCEU collaterals will be assigned to HSI SAs in the field by the receiving collateral offices’ designated program manager or group supervisor.
4) Upon receipt of a CTCEU lead, HSI SAs shall review the information provided in the HQ Collateral CTCEU ROI and conduct independent database queries as necessary.
- An ROI must be posted by the case agent to an opened investigation within 20 days of the initiation of the investigation (receipt of the collateral).
- CTCEU leads/referrals must be completed with a closing ROI
within 90 days of receiving the collateral lead from HQ CTCEU.
