How was the church and industry kept on side

The Church was kept on side by having abandoned anti-clericalism prior to gaining power, emphasising the Church had nothing to fear from Fascism and that they faced common enemies in Socialism and Liberalism. In 1929, the Lateran Agreements were signed.
With industry, the Vidoni Palace Pact was signed in 1925 in which all Socialist and Catholic trade unions were banned, and strikes outlawed in 1926.
