What is an Informal Discussion Request and when must it be made?
A “meet and confer” between a rep and the Dept to informally resolve adverse findings of complaints or adverse comments for performance. Must be requested within 21 days. Employee may only attend the meeting with commander approval.
What is a Grievance?
a dispute of one or more employees or a dispute between the CAHP and the state involving the interpretation, application, or enforcement of terms of the MOU.
How long does a supervisor have to respond to or give a decision about an informal discussion?
7 days.
What is required for a Level 1 grievance?
If the issue is not resolved during an informal discussion, a grievance must be filed within 21 days of the original event, or 7 days of the supervisors response,. The Dept must reply within 14 days.
What is required for a Level 2 grievance?
If the issue is not resolved during Level 1, the employee must appeal again within 14 days. The Dept must reply within 21 days.
What is required for a Level 3 grievance?
If the issue is not resolved during Level 2, the employee must appeal again within 14 days. The Dept must reply within 21 days. (same as level 2)
What is required for a Level 4 grievance?
If the issue is not resolved during Level 3, the employee must appeal again within 14 days to the director of DPA. The DPA must reply within 45 days.
What happens if time limits are missed on a grievance filing?
If the grievance misses a time limit, it becomes null and void. If the Dept misses a time limit, it shall go to the next level.
How long does CAHP have to appeal a grievance decision to arbitration?
30 days. The decision made by the arbitrator shall be final and binding.
What is a complaint?
A dispute of one or more employees or a dispute between the CAHP and the state involving the interpretation, application, or enforcement of written rule or policy. Does not include merit related issues.
What is the difference between the grievance and complaint time frames?
The time frames are identical except that the Level 3 is the final level where the commissioner makes the decision.
What is minor discipline?
Suspension without pay for 5 days or less, or a 5% reduction in pay for 5 months or less.
How long to appeal minor discipline?
Within 10 days of being served.
How much are employees compensated for working an additional one-half hour per day?
6.25%
How much do K-9 officers get for maintenance?
$156.65 per month. Not specialty pay.
How much is the education pay incentive?
AA or intermediate = 2.5% or no less than $120
BA or advanced = 5% or no less than $240
How much is the FTO pay incentive?
5% of base pay per day.
How much is the motor pay incentive?
4% or no less than $175 per month.
How much is the bilingual pay incentive?
$100 per month.
