11 members:
8 from each Division and 3 at representatives at large.
What is the primary focus of the Citizen’s Advisory Board?
Use of force policies. Citizen complaints. EEO. Management and supervisory practices. Public perception. Hiring.
How often are the Professional Values reviewed?
With each new hire, annually with the 118, and during transfers.
What is CHP PRIDE?
Courage, Honesty, Professionalism, Principles, Respect, Integrity, Dedication, Esprit De Corps.
What is the length of long guns?
Overall length must be 26”.
Shotgun barrel must be at least 18”, rifle barrel must be at least 16”.
When are Top Management meetings normally held?
The third week of odd-numbered months.
Where is smoking prohibited?
Not within 25’ of doorways, ground level air intake structures and windows.
What is required for lactation accommodations?
An enclosed room, other than a restroom, away from public view, private, and available for the time requested. If longer than a break, employee can use CTO or vacation time, if not disrupting operations.
What does the acronym CALEA stand for?
Commission on accreditation for law enforcement agencies.
What is the purpose of CALEA?
To improve the delivery of public safety services, primarily by maintaining a body of standards developed by public safety practitioners, establishing and administering an accreditation process, and recognizing professional excellence.
What are the CALEA standards?
CALEA has approximately 460 standards, which are reviewed annually, with a report due by August 10 of each year.
When was CALEA created and by whom?
Created in 1979 by the International Association of Chiefs of Police, National Organization of Black Law Enforcement Executives, National Sheriff’s Association, and the Police Executive Research Forum.
How long are promotional lists valid?
Per GC, at least 12 months and no longer than 48.
How soon can a CHP 220 be submitted following probation?
No more than 90 days prior to the completion of probation for officers, sergeants, and non-command LT’s.
What are the Early Intervention System (EIS) circumstances in which a review is warranted?
Citizen Complaints - 3 in 18 months. Use of force - 3 in 12 months. MOD - 2 in 12 months. Form 2 - 2 in 12 months. Positive Documentation - 2 in 12 months.
What is Blue Team and IAPRO?
Web enabled applications at allow department supervisors and managers to enter data into pre-designed categories.
What does red indicate in Blue Team and IAPRO?
The employee has reached or surpassed an identified threshold. Red is the only indication which requires evaluation by Area management and/or supervision.
When SHALL supervisors, managers, or other command designee make a Blue Team entry?
Written performance documents (WPD), both positive and negative from the public and department.
What is a threshold incident?
Incidents likely to cause civil litigation.
What are the Category A threshold incidents?
- Department member is seriously injured or killed during performance of duties.
- Use of force including K9’s resulting in death or serious injury to a suspect or bystander.
- Any in-custody death.
- At fault Patrol vehicle collision resulting in death or serious injury to other than member of department.
- Special relationship resulting in serious injury or death.
What are the Category B threshold incidents?
- Intentional or accidental discharge of a weapon at a person, whether off-duty or on.
- Sensitive or complex internal investigation with departmental liability.
- Where pre-litigation claims have been filed.
- Protests and/or riots where action created liability nexus.
- Pursuits resulting in injury to suspect or third party.
What is Non-threshold potential civil liability?
An event not rising to the level of a threshold incident which is deemed to potentially cause liability exposure for the Department. Shall be entered into BT as a potential civil liability incident.
Give three examples of a non-threshold PCL.
An incident where a civilian slips and falls in the front lobby and incurs an injury.
An innocent party running over a spike strip.
When high-risk or felony procedures are used on a suspect who is later found innocent.
ECD deployment where only injury is probe marks.
Complaint of pain or visible marks from handcuffs.
When in doubt, a non-threshold PCL incident should or shall be entered into BT?
Shall.
Employees should/shall be given opportunity to view their BT Early Intervention System (EIS) with a supervisor?
Shall. Supervisors should also provide a copy during 118 review.
How often shall the Organizational Roster be updated?
At the beginning of each quarter.
When can private grant funding be sought out by Areas?
Only after specific approval from Executive Management.
