must be a belief that the behaviour of a group causes a negative effect on society
what is hostility
when hostility increases they become folk devils and a clear division forms between them and sees them as a threat
what is consensus
there must be a widespread acceptance that the group causes a real threat
what is dis proportionality
an action taken is disproportionate to the threat
what is volatility
moral panics are highly volatile/tend to disappear quickly
