3 Star Program Review Group
Chaired by the DEPSECDEF, membership to this group is determined by the topic and address all common management issues, including those related to the approval of the 5 year program and the annual budget. Decisions made will be reflected in the Program Decision Memoranda (PDM) and the Program Budget Decisions (PBD)

Secretary Of Defense Decisions
If the Deputy Secretary is either unable to resolve a budget or program issue or specifically desires a decision by the Secretary of Defense, the SECDEF may convene either the primary leadership of the Department, which could be a “large group” or a smaller group of advisors from the OSD and the Joint Staff to provide information and advice prior to making a decision.
POMs submitted to the OSD by the ______ are analyzed by teams organized by the ______ and _____ _____ are prepared.

Theses team can include membership from the Component involved, Joint Staff, Defense Agencies, and OSD staff. Team results are briefed in draft form to the component involved and in final form to the SECDEF and DEPSECDEF.
