Licenses in Driving
Student Driver’s Permit (SP)
Conductor’s License (CL)
Non- Professional Driver’s License (NPDL)
Professional Driver’s License (PDL)
An authority granted by the LTO to a person who desires to learn to operate a motor vehicle.
Student-Driver’s Permit
He/She must be accompanied by a duly licensed driver, acting as driver instructor, possesing the appropriate license code/s for the desired type of motor vehicle.

Qualifications of a Student-Driver’s Permit
- Filipino Citizens (16 years of age and above)
1.2. Foreign Citizens (atleast 18 yo) and must have been in the PH for atleast 1 month and proof of stay for atleast 6 months. - Must be physically and mentally fit
- Must be able to read and write in Filipino or English
- Must not have unsettled traffic violation
- Must have completed Theoretical Driving Course
- Must have an active email address
Validity of Student-Driver’s Permit
1 year from the date of its issuance
When is it allowed for the holder to acquire a new SP bearing the same SP number and undergo the required apprenticeship period reckoned from the date of issuance of the new SP.
After 2 years from the date of issuance of SP
An authority granted by the LTO to a qualified person to assist the driver of a public utility vehicle in fare collection and/or ensuring the safety of the passengers and/or cargo while the said vehicle is in operation.
Conductor’s License
Qualifications for Conductor’s License
- Must be atleast 18 yo.
- Must be physically and mentally fit and no contagious disease.
- Must be able to read and write in Filipino or English.
- Must have passed the theoretical examination- New CL and those not renewed for more than 2 years from the expiry date

Five years
The holder of single people has not committed any violations during the five-years period preceeding its expiration is entitled to renewal of such license vaid for how many years?
Ten years
Renewal of CL for how many years from the expiry date shall require the holder to take and pass the written examination and py the corresponding penalty in addition to the basic fee.

Non- Professional Driver’s License
Qualifications for a Non-Professional Driver’s License
- Must be at least 17 years old. Forforeigners, atleast 18 years old.
- Must be able to read and write in Filipino and/or English.
- must be a folder of student driver’s permit valid for at least one month of issuance.
- Must not have unsettled traffic violations.
- Must have attended and pass the practical driving course from LTO accredited licensed driver.
- Must be mentally and physically fit to operate a motor vehicle.
- Must have passed the automated theoretical examinations and Practical Driving test.
An authority in the form prescribed by the LTO granted to any driver hired or paid for driving or operating a motor vehicle whether for private use or for hire to the public.
Professional Driver’s License
Refers to the collective code representing the vehicle category that a licensed person is allowed to operate.

An updated road safety seminar designed by LTO for DL holders.
Driving Enhancement Program
Refers to motor vehicle category as specified in the Philippine National Standard om Road Vehicles-Classification and Definition.
Vehicle Category
Refers to previous code representing the vehicles categories that a licensed person is allowed to operate.
Restriction Code
A two-wheeled vehicle with a maximum design speed not exceeding 50 kph.
L1
A three-wheeled vehicle with a maximum design speed not exceeding 50 kph.
L2
A two-wheeled vehicle with a maximum design speed exceeding 50 kph.
L3
A vehicle with three wheels asymetrically arranged in relation to the longitudinal median plane with a maximum design speed exceeding 50 kph ( motorcycle with sidecar)
L4
A vehicle with three wheels symetrically arranged in relation to the longitudinal median plane with a maximum design speed exceeding 50 kph ( motorcycle with sidecar)
L5
A vehicle with four wheels whose unladen mass is not more than 350 kg, not including the mass of the batteries in case of electric vehicles , whose maximum design speed is not more than 45 kph.
L6
A vehicle with four wheels, other than that classify for the category L6, whose unladen mass is not more than 400kg. Speed is not more han 45 kph

Vehicles used for the carriage of passengers and compromising not more than eight seats in addition to the drivers seat and having a gross vehicle weight of not exceeding 5000kg.

Vehicles used for the carriage of passengers, compromising more than eight seats in addition to the drivers seat and having a gross vehicle weight of not exceeding 5000kg.

Vehicles used for the carriage of passengers, compromising more than eight seats in addition to the drivers seat and having a gross vehicle weight exceeding 5000kg.

Vehicles used for the carriage of goods and having a maximum gross vehicle weight not exceeding 3500kg.

A certification issued by a registered physician of an LTO accredited medical clinic stating the result of applicant’s medical examination and valid for a period of 60 days from the date of issuance.
Medical Certificate
Drivers having these driving conditions code are not allowed to operate FOR hire/ Public Utility vehicles or Commercial Vehicles.

Condition Code: This is indicated in the driver’s license of a licensee that he/she is certified by an accredited physician to be out of the 20/40 vision and will not be allowed to drive w/o wearing eyeglsses or corrective lenses.
Condition Code 1: Drive only with corrective lenses.
Condition Code: This is indicated in the driver’s license of a licensee with impairment at the upper lim and/or lower limb.
Condition Code 2: Drive only with a special equipment for upper limb and /or lower limb.
Condition Code: This is indicated in the driver’s license of a licensee to drive especially designed motor vehicles only and duly registered with LTO.
Condition Code 3: Drive customized motor vehicle only
Condition Code: This is indicated in the driver’s license of a licensee that he/she is only allowed to drive during daylight.
Condition Code 4: Drive only during daylight
Condition Code: This is indicated in the driver’s license of a licensee with impaired hearing
Condition Code 5: Drive only with hearing aid
Period of Prohibition for a demerit points of 1-2

During the validity of DL and will revert to zero (0) after renewal.
Accumulation Period
Are meted with double demerit points for every traffic violation commited while operating a For Hire motor vehicle.
Drivers of Public Utility Vehicles (PUV)
It shall be according to DL Classification and DL Code and Vehicle Description which the apllicant intends to operate
Theoretical Examination
All licenses may be applied for renewal on or before but not earlier than ____ days from the expiry date.

DL may be renewed ________ in advance upon presentation of a valid transportation tucket as proof of imminent travel.

Focuses on the issuance of franchises for land transport operators.
Land Transportation Franchising and Regulatory Board (LTFRB)
Thus group from the Philippine National Police enforces the traffic laws and regulations, promote safety and consciousness through inter-agency cooperation .
PNP Highway Patrol Group
Responsible for the traffic direction and control within Metro-Manila and its Localities.
LGUs/ MMDA
Responsible for road engineering and infrastructure as well as construction, maintenance, and repaira of roads.
DPWH
