ENUMERATION
Role of the LGUs (4)
Development of the Local Energy Efficiency and Conservation Action Plan (LEECP)
Designation of Local Energy Efficiency and Conservation Officer (LEECO)
Designate National Energy Efficiency and Conservation Coordinating Officer (NEECCO)
Assist DOE in the monitoring of Designated Establishments compliance on sets of guidelines and regulations
Obligations of Designated Establishments (7)
Integrate an Energy Management System Policy into the business operation based on ISO 50001 framework or any similar framework.
Submit an Annual Energy Consumption Report and an Annual Energy Conservation Report to the DOE by the 15th day of April of every year.
Set up programs that promote energy efficiency, conservation, sufficiency and installation of RE Technologies.
Keep records on monthly energy consumption data.
Improve average specific energy consumption (SEC).
Employ CECO for Type 1 and CEM for Type 2 DE.
Duly notify DOE on the appointment of or separation of CECO or CEM from their service within 10 working days from the effectivity of these personnel action.
Specific Functions of the IAEECC (7)
Review and Approval of proposed capital projects and energy cost operating budgets.
Technical and consultative assistance.
Recommend specific operations and maintenance procedures and modifications and capital projects.
Conduct survey, audit, technical analysis and other research or investigations.
Issue report on status of government energy efficiency projects.
Provide strategic direction in the implementation of Government Energy Management Program (GEMP).
Develop guidelines to aid IAEECC.
Responsibilities of CECO and CEM (5)
Manage the Energy consumption of facilities, equipment and devices
Administering the following:
a. Implementation and improvement of energy efficiency measures
b. Conduct of regular energy audit
c. Energy Monitoring and Control
d. Preparation of periodic energy consumption and energy conservation program
Government Agencies composing the IAEECC (9)
The IAEECC shall be composed of the Secretaries of the:
Department of Energy (DOE)
Department of Budget and Management (DBM)
Department of Finance (DOF)
Department of Public Works and Highways (DPWH)
Department of Transportation (DOTr)
Department of Science and Technology (DOST)
Department of Trade and Industry (DTI)
Department of the Interior and Local Government (DILG)
Director General of the National Economic and Development Authority (NEDA)
Prohibited Acts under the Section 30 of the RA 11285 (9)
Failing to comply with energy labeling;
Removing, defacing, or altering any energy label on the energy-consuming product before the product is sold to the first retail purchaser or leased to the first lessee;
Failing to provide accurate information or the provision of false or misleading energy information as required to be submitted under this Act;
Selling, leasing, or importing energy-consuming products that do not comply with the MEP;
Failing or willfully refusing to appoint or designate a CECO or CEM;
Willfully refusing to submit to an on-site inspection as indicated in Section 23 of this Act;
Failing or willfully refusing to submit any of the reports required herein;
Failing to comply with issued orders of the DOE in the discharge of its enforcement powers; and
Violating any provision of the IRR, codes, and guidelines issued in accordance with this Act.
