Conduct that involves UNWELCOME SEXUAL ADVANCES, REQUESTS FOR SEXUAL FAVORS, and deliberate or repeated OFFENSIVE COMMENTS OR GESTURES of a sexual nature.
How long do Soldiers have to file formal SH complaints?
60 calendar days (with Bde level SARC or higher)
How can Army civilian SH complainants pursue administrative remedies?
Through the Equal Employment Opportunity (EEO) complaint process.

SH: Intent vs. Impact
IMPACT:
- Inappropriate behavior is determined by the person who perceives the behavior as such, rather than by the alleged harasser
- Reviewed and evaluated from the complainant’s perspective
- How would a reasonable person (as dictated by the CDR) react to such behavior?
Where should Soldiers with complaints based on sexual orientation be referred?

SH Checklist Key Questions
- Is the behavior sexual in nature?
- Is the behavior unwelcome?
- Would a reasonable person find the behavior inappropriate?
- Does one or more of the following exist:
— Power, control, or influence
— Hostile or offensive environment
False consensus combined with pluralistic ignorance
Can create a subculture that works against one’s mission and values
Intervention Process
- Notice the event (situational awareness)
- Interpret the event or behavior as a problem (is the behavior in line with Army Values)
- Feel responsible for solving the problem (personal conviction)
- Decide how to intervene (seek input if needed)
- Take action (change the course of events)
