In the 19th century Institutions were developed for orphans.

Orphanages were created and even those were segregated.

  • Program where orphaned children would be loaded onto trains and shipped west to families who would take them in.
  • Most of the “caretakers” took in children because they saw the opportunity for free labor.
  • Very inhumane for the children and many felt the experience was like being treated like cattle

What is potentially controversial about the way TANF allocates funding within a given state?

A

1) Flexibility in state spending–> States often have lots of control over how they use the funds. TANF was created to provide assistance to low-income families, but is often used for programs that can be loosely connected to the goal of helping needy families like Child protective services or job training, which may not help families that immediately need help.
