Examples Of Possible MCI’s
-Reports of vehicular collisions with multiple injuries.

-Commercial aviation emergency landings or plane crashes.
-Maritime fires or damage (i.e., visiting Cruise Liners).
-Passenger train or bus accidents.
-Hostage or terrorism situations with the potential for large numbers of casualties.

Activation guidelines for personnel on scene
Personnel arriving on-scene will either confirm the presence of an MCI or
discover and declare an MCI.

strategies.

ACTIVATION AUTHORITY

- Number of patients is greater than can be handled by the usual initial response
- System has adequate resources to respond and transport the patients
- Duration of the incident is expected to be less than 1 hour

SECTION 3.0: MCI ACTIVATION RESPONSE PROCEDURES
Level 1 Communications Procedure and Notifications: EMS Dispatch Responsibilities
- Notify the ambulance field supervisor
- EMS Dispatch will channel patch MED NET Channels according to the area of the MCI.
- Notify all ambulances of MCI Activation and advise all units of Level – 1 MCI including the Location and which channels have been patched
- Dispatch additional ambulances as requested by the IC
- Provide and receive follow-up reports to and from Monterey County hospitals via 800MHz radio or phone

Distribution of patients

- The hospital shall prepare to receive multiple patients from the MCI.
- The hospital shall assure staff is available to monitor the 800 MHz radio.
- Communicate with Fire Comm regarding hospital impact from the MCI and other pertinent information such as receiving multiple patients from a separate incident

- Initial responders overwhelmed by patient volume
- Adequate number of ambulances not likely to be immediately available, thereby creating a delay in transporting patients

- Communicate with the Transportation Group Supervisor regarding destination hospitals and to obtain an estimate of the number of patients to be transported to each hospital.
- Notify the EMS Field Supervisor.
- Provide and receive followup reports to and from Monterey County hospitals via 800MHz radio or phone.

Monitoring may be accomplished by “either” voice, visual, or radio contact with those FF’s operating within IDLH atmosphere - Other IRIC member may perform other tasks or responsibilities such as; IC, Pump Operator, Ventilation, Accountability, etc; as long as the work can be abandoned without playing employee at additional risk if a rescue or other assistance is needed.

- Be immediately available at incident and have radio comms capable of monitoring assigned command and tactical frequencies
- Be equipped with RIC BAG, with following min tool and equip:
- 2 Hand-held lights
- 2 Door wedges
- 1 Safety Line– 100’ 3/8 Kernmantle or equivalent rope in bag with carabiner
- 1 10’ loop of 1” or 2” nylon webbing-for extrication and FF removal
- 1 Pair of wire cutters capable cutting 4g wire
- 1 Pair of trauma shears
- Consider additional search and rescue need for equip. such as:
- TIC
- Forcible Entry Tools
- Airbags/cribbing
- Hydraulic Rescue Tool
- Chainsaw or Rotary Saw
- Additional safety line
- Chalk
- Ladder(s)
- Additional door wedges/latch covers
- Large area search rope

- Extra complete SCBA, or specialized RIC SCBA including mask. IRIC members shall be thoroughly familiar with and trained to operate the type/brand of SCBA used
