What importance (or value) do you give to those problems. Le acts as an indirect object pronoun, indicating to whom the value is being given. Usted can be eliminated but le cannot. You can substitute te or nos or les instead of le.
Eg: What importance do you all give to those problems. Qué valor les dan a esas palabras.
Qué valor te das a esas problemas.
