What is the DCF response times for reports? Both emergency and non-emergency
Emergency within 2 hrs prelim, 24 hrs complete
Regular within 2 days, 15 days complete
What is the age for CRA?
at least 6 but not yet 18

What constitutes a CRA?
repeatedly runs away
repeatedly fails to bey lawful and reasonable commands of their guardian
is sexually exploited by anyone
for School:
Habitually truant
repeatedly fails to obey lawful and reasonable school regulations
What is the process for PC a CRA child for a warrant of protective custody?
- confirm still active
- are able to present to judge by 4:30pm , if not release to parent or bring to local juv court
- if you can’t bring to court by 4:30 you can PC them only if they are runaway
Can you use handcuffs on a CRA for WPC?
no
When you have a runaway CRA child, what is the order of preference for properly placing the child?
Priority 1: DCF, parent, guardian, responsible adult
Priority 2: After consultation with probation and 211, call RAP runaway assistance program for referrals for temporary placement
Priority 3: After consultation with probation and 211, transport to juvenile court
When is a preliminary court hearing scheduled when a CRA is applied for?
within 15 days of receiving the applicaiton
What are the outcomes if a child appears for a CRA hearing?
Decline to accept bc no PC child is CRA
Decline to accept bc interests are best served through informal intervention
accept the application and schedule a FactFinding hearing
What is the maximum assistance for CRA who has been receiving informal assistance?
180 days
(then they can dismiss (only time records expunged) the application or schedule a factfinding hearing)
Pretrial conditions may be set for court regarding a CRA application fact-finding hearing. No bail may be imposed. What is the time frame?
15 days but no more than 45 days
What are the outcomes for a CRA disposition hearing?
remain with guardian and get services
place with qualified individual or DCF
No DYS, but group home permissible
What is the maximum term of disposition for a CRA child?
390 days or
