What is a sexually violent predator?

What is the right of arrest for sex offender registration violations (fail to register/ false info / fail to provide address)?
Arrest on PC
When must a sex offender register?
2 before release from incarceration
2 days before entering Commonwealth
10 before leaving Commonwealth
What counts as a secondary address for sex offenders?
NMT 14 days in a calendar year
or 4 or more days in a month
(must stay overnight to count)
Are there any times Sex Offender must not register ?
SORB decides risk low so they don’t need to
Prosecutor requests from the judge
judge rules it after a delinquency hearing
What are general terms SO have to register?
Usually 20 years (after conviction/supervision - whatever is last)
For life if convicted of 2+ offenses, a sexually violent offense, or is an SVP or otherwise ordered by SORB
What are the registration periods for SO different levels?
1: By writing every year, writing every 30 days if homeless. Homeless must wear GPS
2/3: IN Person every year (get something in mail and have to go within 5 days). Homeless in person every 30 days and must wear GPS
SVP must appear in person every 45 days
When do police disseminate Sex offender info?
level 2 on request (within 2 business days)
level 3 annually or within 2 days if there is something new
every 90 days for SVP
Contributing to the delinquency of a minor
knowingly caused, induced, encouraged
delinquent (criminal) conduct
of a minor (at least 12 but not yet 18)
In presence, otherwise complaint
Contributing to court or custody violation of a minor
suspect 19 or older
willfully: aided a child to violate a juv court order or concealed or harbored a child who took flight
Abandonment of a child under 10
parent or person with legal duty to care for a child under 10
may not abandon or fail to provide care (room and board)
If child is alive: In presence otherwise complaint
If child dead: Felony
