Temporary Internet Files is a folder that serves as a browser Cache.
Cached files allow websites to load faster when they are re-visted because certain files have temporarily been saved.

Disk Defragmenter software is designed to increase the access speed of files by rearranging files stored on a disk. Disk Fragmentation happens over time as you save, change, or delete files.
Disk Defragmenter rearranges the data on your disk and reunites fragmented data so your computer can run more efficiently.
