What is LESLP?
The London Emergency Services Liaison Panel is a manual with the agreed major incident procedure of the emergency services in London. It incorporates JESIP.
What is the aim of LESLP?
The aim is to achieve an effective and coordinated response to a major incident.
What is the role of the brigade with regards to cordons at a major incident?
The LFB’s role is to manage safety of the inner cordon.
What is the Met’s role at the inner cordon?
They control access and egress alongside the Brigade’s safety requirements.
Who decides on the area of ‘inner cordon’ and the entry and exit points?
The tactical commanders (fire and police). At terrorist incidents, the police counter terrorism command scene manager must be consulted.
What is the minimum rank of an inner cordon controller (ICC)?
WM
What is the minimum rank of the ICC assistant?
FF
What is the role of the ICC?
Issue armbands and record all personnel entering and leaving the inner cordon on form IC1 (including staff from other agencies)
Can personnel leave the inner cordon temporarily?
Yes at the discretion of the ICC - for a specific task, remain in line of sight and return to same entry point.
Who nominates someone to be the ICC?
A Sector Safety officer is responsible for nominating the ICC
If people are already working inside the inner cordon when the cordon is being set up, how do we record those people?
Sector safety will appoint ‘inner cordon recorders’ (ICR)
What is the minimum rank of a ICR (Inner Cordon Recorder)?

On Command Units
To prevent cross contamination at a terrorist related incident, what should be presented to the Police before leaving the scene?
Any equipment used within the inner cordon, including appliances or PPE.
