means a qualified Investigator assigned by the Major Case Manager who is responsible for managing investigative information in relation to a major case investigation, as outlined in the Major Case Management Regulation.

means a police officer responsible for the overall management and administration of a major case investigation who is usually a Unit’s / Bureau’s Detective Sergeant.

What is a Major Case?

A

Major Case means an occurrence involving one or more of the following:

(i) homicide within the meaning of subsection 222 (4) of the Criminal Code or attempted homicide within the meaning of section 239 of the Criminal Code;

(ii) sexual assault or attempted sexual assault within the meaning of sections 271 to 273 of the Criminal Code;

(iii) sexual interference within the meaning of section 151 of the Criminal Code;

(iv) sexual exploitation within the meaning of sections 153 and 153.1 of the Criminal Code;

(v) invitation to sexual touching within the meaning of section 152 of the Criminal Code;

(vi) abduction or kidnapping (or an attempt thereof) within the meaning of section 279, 280 or 281 of the Criminal Code, where the victim and offender are not in a familial relationship;

(vii) trafficking in persons within the meaning of section 279.01 of the Criminal Code or trafficking in persons under the age of 18 years within the meaning of section 279.011 of the Criminal Code, or an attempt thereof;

(viii) a missing person, if:

a) there is a strong possibility that the missing person has been the victim of homicide, an assault causing serious bodily harm, abduction or kidnapping; or

b) the person cannot be located or contacted by a member of a police service for 30 days after being reported missing;

(ix) an occurrence involving found human remains that is suspected to be homicide; or

(x) criminal harassment within the meaning of section 264 of the Criminal Code where the harasser is not known to the victim and there is reason to believe the harassment is for a sexual purpose.

What is a Trigger Match?

A

Trigger Match
means a message received through the Minister approved software that notifies the Command Triangle of a major case that an “Entity” within their case is the same as, or similar to another entity that is already within the software. The purpose of this notification is to allow the investigators of a major case the opportunity to speak with other major case investigators across the province to share information on common entities that have shown up in both cases. This information sharing may lead to the early identification and capture of serial predators.
