What is ICS?
The Incident Command System
Why was ICS developed?
After fires that consumed large portions of wildland, incl structures, in So Cal in the early 70’s, septs saw the need for a system which allowed them to work together toward a common goal in an effective and efficient manner.
What is NIMS?
National Incident Management System
When/how was NIMS started?
On Feb 28, 2003, the President issued Homeland Security Presidential Directive (HSPD)-5, which directs Homeland Security to develop and administer NIMS.
What is NIMS?
A system which provides a consistent nationwide template to enable all levels of govt and private sector organizations to work together. Can be adjusted based on the size, complexity and/or cause of the event.
NIMS standardizes incident management for all hazards and across all levels of govt.
What are the 3 key constructs that the NIMS-standard IC structures are based on?
- Incident Command System (ICS)
- Multi-Agency Coordination Systems
- Public Information Systems
In regards to FD ops, is there a difference between ICS and NIMS?
No. ICS is used in reference to the NIMS, which has been adopted as the ICS.
What is the purpose of ICS?
To provide for a systematic development of a complete, functional Command organization designed to allow for a single or multi-agency use which increases the effectiveness of Command and FF safety.
Which types of emergencies should the ICS be used on?
Any type or size of emergency, from single units to multi-agency events should utilize the ICS.
Is the ICS limited to fire calls?
No, it is an all hazards management system that is designed for any type of emergency. Each emergency will have unique problems, but the basic organizational structure can be adapted to almost any situation.
