4. Adjust fire grounds strategies to to prioritize the search and rescue effort
5. Initiate a PAR
6. Make sure that fire fighting positions are not abandoned and efforts should be concentrating on keeping the fire out of the rescue area and providing appropriate ventilation and Lighting
7. Make sure that other firefighters don’t freelance and take higher risk and consider crowd control of nonessential firefighters
8. Assign a safety officer to rescue operations
9. Expand the incident command system to include a search and rescue branch
