Civil Disturbance

You are the officer in charge of the second pumping unit at a One or two story residential home fire do to a civil disturbance in the area. You are at the hydrant awaiting orders to open the hydrant. After opening the hydrant you proceed to the fire or you would receive your additional orders. If additional fire lines are required what should you do?

Proceed to a designated hydrant laying supply lines using 2 1/2 and 3 inch hose

hose clamps are to be attached at the fire scene

At the hydrant, connections are made in hydrant is opened

Return to the fire scene and attach supply lines to pump intake

Question 2

When it is necessary to use a fire hydrant which has been damaged to the extent that all of the caps are missing and all of the threads are damaged, what procedure may be used? Page 60, 61

Answer 2

1. Secure a large hard suction to the hydrant streamer connection, tying it very tightly with rope
2. Connect the suction to the pump intake
3. When hose lines are in please, open the hydrant as the pump is put into operation. The flow of water can be regulated by the hydrant man, but enough water must float to prevent the pump from sucking air. Water flowing from the 2 1/2 inch outlets is not a serious problem normally.

This operation is faster and more dependable than the catch basin method. Except in an emergency, nozzles should not be shut down without coordinating the shut down with the pump operator and the hydrant man. This operation does not work with soft suction.

What should the district chief on duty at a fire do to civil disturbance do if personnel under your command or harassed by gun fire or thrown objects at the scene?P61

Advise Fcio of location, request police response and evacuate immediately. Do not return until advised by Fcio that the area is safe.

Question 4

During an incident of civil disturbance, district chiefs will ensure that all company officers in the affected area comply with the following. Page 61

1. All fire stations will close station doors and personnel will remain inside.
2. One fire fighter and will remain in quarters as watchmen on all responses until a security watch is obtained.
3. All fire personnel, including drivers, will wear full bunker gear and body armor.
4. All tools are to be kept under cover where possible.
5. Personnel are to ride inside cab of apparatus.
6. Companies responding shall locate apparatus so that they can affect a rapid retreat if necessary.
7. No sirens or warning lights are to be used in the disturbance area.
8. Fcio Is to be notified of all pertinent conditions.
