How did it attract money
To attract the $4billion for regeneration it worked with stakeholders in the public and private sector

Initially there was opposition due to impacts:
Removal of public rights of way
In nearby inner city districts, such as Everton = widespread poverty and residents felt little of the city centre investment would reach them

In some ways the city is more similar to other cities now but it has retained distinctive cultural and maritime character
8-10 million tourists (from UK and overseas) have visited each year
