How is an Air Traffic Controller licence validated?
The air traffic controller licence shall be validated by the inclusion of 1 or more ratings and the relevant rating, unit and language endorsements for which training was successfully completed.
What are the privileges of an APP rating?
Entitles holder to provide and air traffic control service to arriving, departing and transiting aircraft without the use of surveillance equipment.
What details must appear on a licence?
name of state issuing licence
title of licence
serial number of the licence, given by the authority issuing the licence
name, date of birth, nationality and signature of holder
the licence must be accompanied by a valid medical certificate
License suspension/revocation
From ANO:
The CAA may provisionally suspend or vary any licence issued under this order pending enquiry into or consideration of the case.
The CAA may in sufficient ground being shown to its satisfaction after due inquiry, revoke suspend or vary any such licence.
Why might concerns arise about the competence of a controller to provide and ATC service?
As a result of: A) an incident B) failure of a competence check C) deterioration in competence D) poor technique or judgement, or similar factors
Air Traffic Control incident assessment phases?
Initial phase - at the unit
Full investigation - conducted by ATS investigator if circumstances warrant it.
Remedial action - report from ATS investigator submitted to CAA
Reporting procedures - in the UK what is the main reporting system?
MOR scheme (Mandatory Occurrence Report)
Form SRG1602, CAP382 detailed guidance, in general all incidents involving safety will be reported on this form. MATS part 1, section 6, chapter 2.
Which form for breach of legislation?
CA939 if controller considers incident reported through SRG1602 may have involved breach of legislation. - seek views of management
If appropriate send to Aviation Regulation Enforcement with SRG1602
Serious - Accuses pilot of breaking the law
What is the Wake Turbulence Encounter report form?
SRG1423
Note: does not require duplication through MOR scheme, CAA will determine if qualifies.
What is the birdstrike report form?
CA1282

Other ATC reporting procedures?
CHIRP - confidential human factors incident reporting programme
Enhances safety-provides independent confidential reporting system
Dis identified info can be made available to those who can take action to remedy problem
Individuals able to raise concerns without being identified to peer group/management/CAA.
What is the role of the Safety Data Department?
Focal point for receipts of all occurrence reports.
Reports inc 1602 sent for initial evaluation then forwarded to other departments as considered necessary.
List 3 reasons that may lead to action with regard to ATCO licence or ratings:
Competence to provide ATC service - deficiency or doubts
Character or behaviour - doubts about whether individual fit person to hold licence, including integrity, reliability and self control
Medical - inability to meet standards
What are the mechanisms for licensing action?
A) provisional suspension - temporary with possible restrictions
B) suspension - to place licence or its ratings in abeyance, with conditions set
C) revocation - withdrawing licence or associated rating(s)
It is also possible to vary a licence or associated ratings by applying conditions or limitations
Who’s responsibility is it to satisfy himself as to the competence of controllers?
The person in charge
A) the person must hold an appropriate licence; and
B) they must be competent to perform he duties of an ATCO or student ATCO.
