FP MODELS-RATIONAL MODEL
Closely related to realist theory->bc just 1 national interest
State=main + rational actor
Assumptions->unitary + rational actor-> clear set goals->determines policy alternatives->weighs alt rationally terms of cost and benefit ->select option where outcome least cost
Most often in crisis decision-making of highest level->to respond to crisis quickly
FP MODELS-PLURALIST MODEL
Actors bargain for appropriate constituencies->the public, interest groups, mass movements, + MNC’s
How the groups influence FP->act diff ways to influence diff policies—>media, public education/ads, lobbying, protests
More tied in w/ liberal vision, but realists wont deny these processes occur.
V public in bargaining->eg: media, protests,etc
Lobbying starts externally->becomes internal
Opposite to rational bc range issues being bargained->the NB of the issue determined by argument (good/bad)
FP MODELS->BUREAUCRATIC/ORGANIZATIONAL MODEL
Decisions may not made at highest level by decider->may be made by departments (ministries down line)
Most clear in non-crisis decision-making->when time relatively flexible
Liberal perspective->where nation is field, not solitary unit
Bureaucratic model=stresses sub-group bargaining->difficulties w/ coordinating across borders/agencies—>eg: 9/11
Organizational= stresses standard operating procedures—>eg SOPs Cuban Missile Crisis->org cultures (world views, education, + interests bureaucrats in determining priorities)->satisfying (adequate, rather than optimal)
FP MODELS-PSYCHOANALYTICAL MODEL
Influence an individual has on FP->how their education, background effects decision
Too simplistic->bc not acknowledge machinery of state
Play roles in situations of crisis->where decision relies on individual
STYLES AND LENSES
Styles, culture, lenses, individuals vary by system
Country style, US (eg): depreciation of old power pols., sense democratic destiny, interaction of moralism/realism
Our style is at odds w/ our perception of style
