Explain the role of a Project Manager.

A

Project Manager can now have a lot of different roles and responsibilities.

In my case, acting as the link between the Client, Consultant and Contractor.

But also my main responsibility is to ensure the project is successfully delivered and in line with the project brief and project triangle.

Explain the role of a Contract Administrator.

A

Administer the Contract.
Employed by the Client - remain impartial between Employer and Contractor to manage the Contract.

Responsible for:

  • Charing meetings
  • Inspecting works
  • Issuing payment certificates
  • Determining claims as EOT and L&E
  • Issue certificates
  • Adjusting contract sum (when required) and issue Final Certificate

Explain the role of an Employers Agent.

A

Employer’s Agent - dual role:

  • acting impartial when making decisions regarding the Contract
  • acting on behalf of the Client

EA is used only on JCT Design and Build projects.

What is a PEP and what should be included in it?

A

PEP sets out the procedures and processes in managing a project. This includes:

  • Brief
  • Programme
  • Roles and Responsibilities (quality management ISO:90001)
  • Project Directory
  • Governance structure
  • Procurement strategy
  • Change management
  • Value management & engineering
  • Project audit
  • Commissioning and handover

What is the difference between Value Engineering and Value Management?

A

Value Management (VM)

  • At early stages of the project - RIBAStage 0 & 1
  • Define in detail what value means to the Client and sets out how this is achieved.
  • U/standing in the brief what can and cannot be changed.

Value Engineering (VE)

  • At RIBAStage 2, 3 & 5
  • Reducing the cost of the project without affecting the overall design, function and quality of the original design
  • To find a way to achieve the best value in line with the strategic value objectives identified in VM.

What change management procedures do you put in place on a project?

A

The change management procedure was incorporated in the Project Execution Plan which included the Change Request Form (CRF). A change can be raised by any member of the project team or client. The originator will complete a CRF and issue this to the project team.

The PM will review the design team’s responses on whether the proposed change will affect cost, time or quality and if the change is necessary. If it is the PM will approve the change to be detailed by relevant members of the project team or contractor.

Once all impacts and benefits of the change have been assessed and included in the CRF the PM will then present this to the client explaining the change in relation to their key objectives, for it to be approved or rejected.

What quality management processes did you include in your project?

A

The section of the PEP set out who was responsible for delivering outputs, listing the contributors and who was responsible for reviewing the outputs to ensure their quality.

ISO 9001 is the internationally recognised standard for the quality management of businesses.

Aims of a Quality Management Plan to define:

  • Deliverables.
  • Resources responsible for producing and providing deliverables.
  • Criteria against which each deliverable will be reviewed.
  • Resources responsible for reviewing each deliverable.
  • Recipients of each deliverable.
  • Process by which deliverables are reviewed and signed off.
Deliverables include:
•	Cost Plan
•	Procurement Strategy
•	Risk Management Strategy
•	RIBA Milestone Design Team Reports

What is whole life costing?

A

Whole Life Costing (WLM)

  • Accounts for the cost of construction, operational, maintenance and disposing of a project / building / building element
  • Can be a better means to assess if this is value for money than just reviewing construction costs

How do you control documentation on a project and within your company?

A

Follows the ISO Document and Management Guidelines and also the RICS Electronic Document Management.

Each job there is

  • Job codes
  • Project mailbox - for email correspondence
  • Project folder - for information to save
  • Restricted access - protect sensitive information

Cloud server for remote access, and can be shared with the Team, Stakeholders and external consultants

How do you manage the management reporting system on a project?

A
  • In the PEP, I set out the monthly reporting template
  • Details of input required by each consultant
  • I collocate into a project report
  • During construction, the Contractor will need to provide their monthly reports too.

A

Framework detailing how decisions are made.

Relation to the processes and responsibilities of the Client to approve the project at each RIBA stage and sign off on any changes raised by the CRM.
