On Devonshire Row, how did you go about recommending contractors to invite to tender?
Prequalifying a long list of Contractors
I identified a short list to ITT
As part of the PQQ what did you look for in the potential tenders?
Capacity - Review contractors staff resource levels and current / forecast workload and projects
Experience - checked for relevant project experience on similar projects
Finances - checked that they was capable to carry out a project of this size by reviewing turn over etc
You advised on an appropriate tender period? how did you assess this?
Following the guidance in the JCT Tendering practice note 2017 it was decided that a 4 week period was suitable given the nature and complexity of the works as well as the overall programme.
Also factored in that the design had been developed to stage 4
How did you advise on an appropriate nr of tenderers to ITT?
Following the guidance in the JCT Tendering practice note 2017
4 were invited to tender
(3 - 6 Nr tenderers generally)
(Max 4 Nr D&B project)
How would you deal with any Tenders that weren’t compliant with the ER’s?
No compliant tenders shouldnt be accepted and I would state this in the Instructions to tenderers
I would discuss with the tenderer if they submitted a non compliant tender and give them the oppotunity to amend of withdraw
How did you ensure tenders where compare on a like for like basis? How would you normalize a tender?
Anomalies identified and normalize using:
Average rate
PTE rate
Highest rate
Can you talk through the PQQ process for Devonshire Row?
- A long list of Contractors was collated based on recommended contractors (via colleagues and the design team)
- Contractors were contacted and interested contractors were sent a PQQ
- When PQQs were returned by the contractors
- PQQs were ranked based on a scoring matrix
- The top 4 contractors were invited to tender
What Information was included in the PQQ?
Section 1 – Introduction & Overview o Project Details o Client / Project team details o Tender Dates o PQQ Scoring Matrix Section 2 – PQQ (for contractors to fill out) o Contractors details (registration number, VAT, Parent companies) o Financial information (3 years) Turnover Pre tax profit Cash & Credit Position o Insurances Employers Liability Public Liability Contractors All Risk Professional Indemnity o Health & Safety Records o Relevant project experience o Proposed Team (Cvs) o Current Workload Projects Secured Projects bidding Projects Monitoring / likely to bid
Did you ask the contractors to comment on the current market during the PQQ?
There was a section for contractors to identify potential supply chain risks associated with Brexit
There was also a section asking how they managed covid and if there were experiencing any issues with the supply chain due to covid
How did you ensure the tender process was fair?
Made them sign a declaration of non-collusion
Carried out tender normalisation and ensured the tenders were base on the same scope
Circulated tender queries to all tenderers
Prepared a tender report which documented and explained my advice given to the client
What was your advice in recommending a contractor to the client based on?
- Design Team input / recommendation
- Cost / Value (Most commercially competitive)
- Shortest Programme
- Performance during the tender period
- Most pro-active during the tender period
