initiation, the first reading, second reading, committee of whole (optional) third reading royal assent

A
the minister responsible for the new bill will request approval

the minister introduces the bill for reading, copies are handed out to parliament to read the bill

what happens in second reading
A
the minister explains the bill to the victorian of human rights and the opposite party will declare to support or not

what happens in committe oh whole
A
is part is optional but it consists of a closer reading of the bill

third reading
A
the bill is now officially voted by the house and will be passed on to the next
