Section 1
Shall consist of a Senate and HOR except to the extent reserved to the people by the provision on initiative and referendum

Natural Born. 35 years of age. Able to read and write, registered voter, and a resident for not less than 2 years

Veto. 2/3 voting/ 30 days without signing should automatically become a law. The President shall have the power to veto any particular item or items in an ART bill but the veto shall not affect the item or items to which he does not object.
Section 26
Every bill shall embrace 1 subject express in the title. Passed 3 readings on separate days, final form must be distributed to its members 3 days before passage except when the President certifies the necessity of its immediate enactment to meet a public calamity or emergency.

HOR shall not composed more than 250 members unless provided by law, elected from legislative districts according to the number of their inhabitants. Party list shall consist of twenty per centum of the total number of representatives. 3 seat limit. Each city with a population of 250,000 shall have at least one representative.

Section 9
Incase of vacancy, a special election may be called to fill such vacancy in the manner prescribed by law, thus elected shall serve only for the unexpired term.
Section 12
All members shall make a full disclosure of their financial and business interest.
Section 10
Salaries shall be determined by law. No increase in said compensation shall take effect until after the expiration of the full term.
Section 11
All offenses punishable by not more than 6 years shall be privileged from arrest while the congress is in session.
Section 14
No member of the congress may personally appear as counsel on any court or office of the Government for his pecuniary benefit.
Section 13
No member of the congress may hold any other office or employment in the government neither shall be appointed to any office during his term without forfeiting his seat.
Section 15
The Congress shall convene once every year on fourth Monday of July and continue to be in session as it may determine until thirty days before the opening of its next regular session exclusive of Saturdays, Sundays, and Legal Holidays. The President may call a special session at any time.
Section 16
Elect President/Speaker. Quorum to do business. May determine the rules to punish its members with a vote of concurrence of 2/3 of its members. Penalty shall not exceed 60 days. Shall keep a journal to publish excepting such parts that affects the national security.
Section 17
SET/HRET shall be the sole judge of all contests relating to election, returns, and qualifications of their respective members. It shall be composed of 9 members, 3 Justices and the remaining six shall be members of the Senate or the HOR. The Senior Justice in the Electoral Tribunal shall be its chairman
Section 18
12 senate 12 HOR. The CoA shall not vote except in a case of tie. The CoA shall act on all appointments submitted within thirty session days of the Congress from their submission.
Section 20
The records and books of accounts of the Congress shall be preserved and be open to the public and shall be audited by the Commission of Audit which shall publish annually.
Section 21
Aid of Legislation/Rules of Procedure/ the rights of the persons shall be respected.
Section 19
Electoral Tribunals and CoA shall be constituted within thirty days. The CoA shall meet only while the congress is in session.
Section 24
All Art bills etc. shall originate exclusively in the HOR, but the senate may propose or concur with amendments.
Section 25
(1) may not increase recommended by the President
(2) no provision shall be embraced unless it relates specifically
(5) No law shall be passed authorizing any transfer except the President/Senate Pres/Speaker of HOR and CJ of the supreme court and the heads of Constitutional Commissions may by law be authorized to augment any item.
Section 22
Heads of Departments with their own initiative, with the consent of the President shall appear before and be heard by such any house. Written questions shall be submitted to the Pres Senate or Speaker of HOR at least three days before their scheduled appearance.
Section 23
(1) 2/3 to declare the existence of a state of war
(2) In times of war or other national emergency, the Congress may authorize the President for a limited period and subject to restrictions. Unless sooner withdrawn by resolution of the congress, such powers shall cease upon the next adjournment thereof.
Section 32
The congress shall asap provide for a system of initiative and referendum. 10 per centum of the total number of registered voters and every legislative district must be represented by at least 3 per centum of the registered voters thereof. RA 6735
