Telecommunications Act of 1996
Requires the FCC to create or designate one or more impartial entities to administer telecommunications numbering and to make such numbers available on an equitable basis. Directs that the cost of numbering administration and number portability be borne by all carriers on a competitively neutral basis.
Wireless Communications and Public Safety Act of 1999
Wireless Communications and Public Safety Act of 1999 - Amends the Communications Act of 1934 to direct the Federal Communications Commission (FCC) and any agency or entity to which the FCC delegates such authority to designate 911 as the universal emergency telephone number within the United States for reporting an emergency to appropriate authorities and requesting assistance. Applies such designation to both wireline and wireless telephone service. Directs the FCC to provide appropriate transition periods for areas in which 911 is not currently an emergency number.

NET911 Improvement Act of 2008
Amends the IP-Enabled Voice Communications and Public Safety Act of 1999 to require IP-enabled voice service providers to provide 9-1-1 service, including enhanced 9-1-1 service, to their subscribers. Grants such providers, in meeting that requirement, the same rights, including rights of interconnection, on the same rates, terms, and conditions, as are provided to a provider of commercial mobile service.

A multi-line phone system creates an internal telephone network with separate extensions. This functionality lets operators hold incoming calls and see other extensions’ real-time presence. Traditional and cloud-based are two types of phone systems that support multiple telephone lines.
TDD Protocols

A TDD is usually the size of a small laptop computer that includes a keyboard and small screen. By typing the message, a TDD user is able to send a message to another TDD device.
