Fleeing felon rule Tennessee v. Garner
- May not use deadly force to apprehend non-dangerous fleeing suspects
- Can use deadly force if probable cause is present that fleeing felon poses threat of death or serious injury.
What human factors are involved in use of force?
Perception, processing, and reaction time

Individuals with the same training will respond differently to lethal force bc of Individual perceptions and responses to lethal force
Stop shooting response
Officer must focus on behavior; clarify what they are seeing; make a decision; and stop shooting; additional trigger pulls may occur during the “stop shooting stimulus”

Can cause significant memory impairment; officers are more accurate about suspect info than detection and observation of weapons
Rendering aid
Aid must be made available ASAP to all parties injured during use of force
