If you just put a stethoscope on your arm am I going to hear anything why am I not going to hear anything its just flowing… you won’t hear anything until you inflate that cuff and it occludes the brachial artery and then as you release the pressure in that cuff then you start to hear it again and its just based on normal flowing your not going to hear anything it’s the pressure and it’s the resistance that is made by inflating the cuff that will allow you to hear the blood pressure and so the air into the cuff raises the pressure in the cuff.

If put a cuff too low and you put your stethoscope under a bare arm without touching the bottom of the cuff

If you put a cuff too low and you put a stethoscope under it then your going to hear it…its going to scratchy…its going to make some muffled sounds and you can miss the blood pressure so just tuck it a little bit higher for better stethoscope placement and they are just about under the cuff…you should not be not be touching that cuff at all…the stethoscope should not be touching the cuff
