Rome became an occupied state, eventually he agreed to the 1813 concordat making Napoleon the ruler of the peninsula and the pope was reduced to just the head of the church

- was meant to be the last palace built by the papacy

- then when the Franco-Prussian war happened, Napoleon 3 was forced to recall his army
- left the papal states to defend themselves
- armies under VE took Rome, then Rome became the capital of the Kingdom of Italy
