he invited the Sabine women to come to the city to party, emphasis on the virgin daughters, got them drunk, and then the men carried them away and forced them into marriage

- realized that public works project would gain the respect of the Romans
- built the Great Sewer of Rome (meant to drain the Roman Forum)
- Sewer was so important it was deified, and a Temple of Cloacina was built
