What are some functions of legitimacy?
1) legitimacy enables IO to remain as focal arena for state’s cooperation
2) legitimacy enables ability of IOs to develop new rules/norms
3) legitimacy = enforcement mechanism -> ensures compliance
4) legitimacy = needed in a democracy
-> if no legitimacy => democratic deficit
“legitimacy of IOs also speak to fundamental normative concerns about GG”
What is the difference between an audience and constituency?
- audience? = state and societal actors (govnm elites, ordinary citizens, …)
- constituencies? = audiences bound by authority of IO (govnm and citizens from member states)
What is the difference between legitimacy and support?
- Support: driven by instrumental cost-benefit calculation: short-term
- Legitimacy: reservoir of confidence -> not dependent on short-term satisfaction/decisions that go against self-interest
What is legitimation and delegitimation?
LEGITIMATION
= where actors seek to make a pol institution more legitimate by boosting beliefs that its rules is exercised appropriately
DELEGITIMATION
= where actors seek to undermine legitimacy of pol institution by challenging the appropriateness of its exercise of authority
